Challenge
The Moorland Road reconstruction project, from Woods Road to Janesville Road in the City of Muskego, Wisconsin, was needed to improve deteriorated pavement, substandard roadway geometry, and traffic operations. Originally constructed in 2002, the 13-year old roadway pavement was in poor condition with extensive rutting, cracking, and settling. This resulted in a rough ride and ponding of water during rain events and snowmelt that caused unsafe conditions.
Soil borings revealed organics and topsoil in the upper subgrade, which severely impacted the stability of the pavement and caused drainage issues within the body of the roadway itself. In several locations, the base course thickness was 4 inches less than the planned depth of 12 inches. In addition, the original pavement design accounted for 1% trucks, but the 2015 traffic counts showed 11.4% trucks.
Solution
Kapur designed this 1-mile section to be reconstructed with 7 inches of HMA pavement over 14 inches of crushed aggregate base over 16 inches of creaker run.
Kapur proposed an urban typical section consisting of 11-foot driving lanes, a 4-foot bike lane, and 18-inch curb and gutter. At select locations, stormwater was conveyed via concrete surface drains and swales behind the curb and gutter. This design feature saved money and contributed to improved water quality.
The existing 8-foot wide asphalt walking path was preserved as much as possible and replaced where intersections widened. At Woods Road, the existing four-way stop-controlled intersection was replaced with a modern single-lane roundabout which was built in 35 days to open the roadway before the start of the school year.

Results
Moorland Road is once again a valuable connector road in Muskego free of problems. The roundabout has allowed for a better flow of traffic and the colorized pavement and aesthetics and landscaping have created a user-friendly corridor for pedestrians, bicyclists, and motorists.
The project was nominated by the WisDOT SE Region as the 2019 Best Local Program Project.
