Challenge

Coffee Road in New Berlin, Wisconsin, was showing signs of fatigue and the roadway had deteriorated pavement, substandard roadway geometry, and problematic traffic operations.

The roadway needed to be reconstructed and expanded while incorporating the city’s regional stormwater needs into the project.

Solution

Kapur was selected to design the 1.6-mile reconstruction of Coffee Road between Calhoun Road and National Avenue.

To meet the city’s stormwater requirements, drainage pipes needed to be appropriately upsized, stormwater diversion was required, and plans were developed for a regional stormwater basin with additional capacity.

This WisDOT Local Program project included geometric improvements, rural and urban roadway sections, new sidewalk, bike/pedestrian accommodations, three signalized intersections, street lighting, a multi-stage Traffic Control Plan, and a transportation project plat (TPP) for real estate acquisition.

Results

In the end, the project was successfully built on schedule and budget. The low bid was within 0.02% (or $605) of the engineer’s cost estimate.
